Normally I’m allergic to new laws, but I think wherever they can Dems need to pass crystal-clear laws — like RICO — that specifically criminalize efforts to reduce voting, with absolutely blood-curdling punishments. With the GOP in power in the Senate and in many statehouses this will be a problem, but it can be done — for example, in the way that ALEC works: a template to (a) be adopted on a state-by-state basis, and (b) written with one eye on federal integration and the other on known judicial biases.
