The link and the URL say “Senate to explore president’s unchecked nuclear authority,” but the page says “Retired US general says nuclear launch order can be refused.” Kehler’s testimony isn’t just his personal opinion, it reflects a faction within the military that’s decided it’s OK to say no. These guys want to retire and spend time with their grandkids, not incinerate civilization because the idea gives Trump a hard-on. And, like I’ve been saying the whole time, the problem space of nuclear command and control includes entire sectors in which civil authority is incompetent, unverifiable, contested, etc. My $5 says they already switched into that mode a while ago. I think this testimony suggests they’re starting to go public.
